Ice Cover

I am able to grow ice in a canal system, but my ice is growing too fast and melting too fast. I have tried seemingly every combination with the ice cover card, but I cannot change the rate of growth/melt. Any suggestions? I should note that all ice melts instantly as soon as the air temperature goes above O (which doesn't happen with my observed data). Thanks!
