Trouble trying to compile own version of the model

Hello. I am trying to create my own version of the CE-QUAL-W2 model, however I am having trouble while opening the .sln file on Microsoft Visual Studio. I have already installed both MVS and Intel Fortran Compiler, and yet, after opening W2_model_PAR.sln on MVS, it does say that the project is incompatible, even though the files are opened for editing. I am no expert on compiling FORTRAN code, and I was wondering if you could give me a jump start by giving me some tips, for instance, the versions of Visual Studio and Intel Compiler that you use for compiling the .exe.
