Coordinates_DeGray Lake - example

Good morning, one question about coordinates. Why for the DeGray lake the coordinates are defined like these? LAT 34.2000 LONG 93.3000. While it is supposed to be: LAT 34.2000 LONG -93.3000. Does the software consider positive the "west" LONG?
