Coefficient of water-ice heat exchange [HWI]

Hi, In page 267 of the manual says that the coefficient of water-ice heat exchange [HWI] "depends on turbulence and water movement under ice and their effect on melt layer thickness. It is a function of water velocity for rivers but must be empirically adjusted for reservoirs" Do you know what is the range of values in the case of rivers or where can I find the relationship to calculate it from the mean river velocity? Thank you
