Flow over a Gate-controlled spillway

I am trying to model radial gates on a spillway. Using the gate equation Q=(alpha1)*(deltaH^beta1)*(B^gamma1) I backcalculated my gate openings in meters using known flows. However when I run the model with the same numbers that work in my calculation I get very large numbers for the flows coming down the spillway anytime my gate is open. I checked my WSE to see if I had too much head and I found that I had too little head but the flows were still much greater. My numbers: alpha1 = 37.99 beta1 = 0.5 gamma1 = 1 deltaH = 3.34 m B (gate opening) = 0.034 m Q (from calculation) = 2.36 cms Q (from CE-QUAL model) = 30.84 cms I am using the equation on page C-52 of the manual. Anyone notice anything obvious that is incorrect?

I seemed to have at least found part of the solution. I set all coefficients for submerged conditions to zero and the results were much better.
