Ice simulation only for one of three winters with similar conditions

Hi, I am modeling a northern river that is covered for ice a great part of the year. I got a good temperature calibration with a MAE of less than 1 C, but the ice cover was only simulated for the first of three winters that I was simulating. Do you know why if the model simulates temperatures even below zero there is no ice simulated in the river?
